Time Zone Option Issue

I just recently noticed that my time is wrong. In the Date & Time options I've selected Eastern, because that's what time zone I'm in. Right now it says the time is 8:20p when it's really 7:20p. Any idea of why this is, or am I the only one with this problem?

I don't have that problem on this site, but it's happened to me on other sites. I have to say I live in the Mountain time zone to get the right time to show up on one site. I have no idea why it happens.
