sunroof and wipers? help

hey all i just got a 98 teg the sunroof will open fine but when you go to close it nothing happens or it will after awhile it will move if you hold the button down....could it be a bad switch? also the wipers when you put them on off they dont turn off the have to move the swith alittle bit above off to get them to turn off. how would i go about fixing that?

it might have something to do with a ICU... i know I need a new one in my DA that controls the stuff like the rear defroster. Just a guess.
