Strange electrical issues

We recently bought a used 92 Integra. The prior owner apparently tried wiring a few things on his own, in turn blew the ECU computer. We have replaced the computer and have the car running again and fixed all mechanical problems as well as removed most of the crazy wiring he did. However, these few electrical things randomly occur:

1) Sometimes the key will not turn back so it can be removed. Have to turn it back and forth a couple times or just wait to get it to unlock.

2) When the windshield wipers are on, the rear defrost button lights up and clicks with each movement of the wipers.

3) At times after the car has been turned off and key removed, the drivers side seat belt will start moving back and forth on its own.

4) The three lights on the left of the gauge cluster will light up and an annoying buzz will sound after the car has been turned off.

I can tell you that the ignition switch was replaced by the previous owner as well. My husband is trying to figure out if maybe it is a relay that may need replaced. Does anyone have any ideas?? Thanks in advance :)
