ok so i have just a bit of rust starting to form on the corner of the quarter panel where it meets the bumper, above the wheel, and i need something to stop the rust in its tracks or something idk its annoying lol

i feel your pain. the only thing to stop rust is to get it cut out. there are rust preventive sprays you can buy at autoparts stores, but the sure fire way to stop it is to cut it out. i've prolonged getting my rust fix for years and now i'm having to replace my quarter panels.

well im literally broke and cant afford to get it repainted, its bubbleing and rust is starting to leak through so anything cheap works temporarily

Once rust starts to form in that area, you're screwed. What happens is when the car gets wet, water sits in the seals around the bumper bolts and the water gets trapped there....creating rust over time.
First, try to grind off the rust. You may get lucky and it could just be at the surface level and not totally through the metal yet. If this is the case and you can successfully grind it off, you can blast the metal with Automotive Rustoleum to prevent the area rusting again and repaint the area.
If the rust is through the metal, your only alternative is to have a shop cut the section off and weld new metal into place. If you leave it as is and only paint overtop, the rust will still spread under the paint. Then you risk more costly labor to having the area fixed and the screw that holds the bumper in place may fall out leaving you with a very saggy bumper.
Its best to try to tackle this issue quickly, the correct way, the first time around if you plan on keeping the car.

yea we had a shitty winter and it was dumped all over the road

Its going to stand out a little bit, however you'll have peace of mind knowing the whole quarter panel of your unibody wont rust to shit. I've seen neglected quarter panels rust all the way back to the taillights. With the amount of salt some areas lay down during winter, it'll put your rust on a warpath.

ughh i keep seeing threads like this and im getting nervous. we usually have pretty easy winters in VA *crosses fingers* but i heard of that rust- prevention for the wheel wells? like where you take off the rubber piece? a couple days ago i went out and looked everywhere for them under my wells but i didnt see them... i never paid close enough attention to the teg i sold a couple months ago... maybe the previous owner already took the rubber off my current teg? does anyone have a picture of it? ive searched...
