Is this really necessary? It would like to remove it but would it cause a CEL or something?

you mean the idle air control valve? Yes, you need that.

It's next to the Throttle Valve Dashpot Control Diaphragm.

It's meant for automatic transmission Integra's

Well I took off just to the heck of it and it's running fine. Looks cleaner. I need to make a permanent plate to block off the whole and find a better way to plug the vacuum line.

I'm confused what part do you have circled in the picture and what does it do?
Thats the Starting Air Valve that I removed. It's supposed to add extra air if needed on start up. Since I got a new high flow intake I doubt I will need it anymore.
