Smog issues

Hey guys...I'm new to the forum but not new to the honda game... So i took my car up to the smog shop today to test it. It failed CO2 HC and CO in both 15 and 25 mph. my car is a 94 integra gsr w/ a 98 obd2 motor in it, ran as obd1. He said it was running rich. The car ran with a comptech intake, stock LS headers w/02, brand new cat, but its running a p28 chipped ECU. I also think the ECU has been chipped for no 02 or knock sensor CEL because when i had gotten the car it came with a set of greddy headers and a test pipe with no 02 on it and the CEL didnt throw any code for it. My smog guy also doesnt care what i have on the car thats why he tested it. the numbers are...CO2 14.5, 14.3 HC Max 90, 56 measured at 167, 103 CO Max .54, .53 Measured at .77, 1.20 The NOx was fine Max 711, 754 measured 257, 269.......any help would be greatly appreciated. Thanks

why if its programmed for obd2 would you test obd1? that might be an issue... if he doesnt care...find another dc2 who will pass, and use his numbers and your info and TIP the smog guy a lil on the side...thats what i would do...

Okay so i got a stock p72, new denso 02, new NGK spark plugs, cleaned out my map sensor and air filter and got almost the same results. My smog guy just did a manual pretest and compared the numbers and said they were about the same if not worse..... I only get a CEL after i've driven the car for a little then it turns on. Other than that it doesnt turn on off a start or a small drive. i've also havent had a chance to test the CEL code either. Anyways i was thinking about trying my old 2 cat method like i did with my JDM ls i had in my hatch. I looked at those numbers and the HC, CO2 and CO were very low. Do u think this will work out if i add another brand new OBD1 cat where the resenator is?
