to do it right, you'd have to cut out the metal, then replace it with new metal, weld it in, and prepare it for paint then paint it.
OR, you could chip off all the paint, get rid of all the rust, then bondo over it and paint. The first is the "right" way and should keep out rust for good, but a lot more expensive. 2x2 may set you back 300-400 (im not a body guy, so dont take that to the bank). where the bondo would cost maybe $50 in materials and you could do it yourself, but very risky for reoccurring rust.
