Replace Aftermarket Air intake

I really need help, My filter is rusty, and really dirty. and my actual intake pipe thing has holes in it and they are taped closed.

He emailed me this "I only have a chrome one that drops in, installed is $70 if you want a custom color, I can heat wrap the intake black, red, purple or blue, but it is a extra $30 for wrap."

-My question is what is heat wrapping,
-which is 'better', this is my Daily Driver, I drive min. 40 miles a day, I am only really doing this for gas mileage, and air intake filter hasnt been changed for 3 years now.

if you dont have any smog regulations, id just get a no-name cold air intake for cheap and call it a day. that guy is just trying to make money off you. $70 installed?! man...
