Reattaching rear bumper cover

I just wonder how do i reattach it myself and how much would it cost if i just want to reattach it from a mechanic. The screw hole rusted out at the wheel well.

Mine did the same thing, got some self tapping stainless screws and screwed it up right past the rust spot until I can get it fixed. If you want to do it correctly, you need the rust fixed.

Fix the rust it WILL be worth it.
