quick ecu chip question

can an obd0 pr4 be chipped? or do i need an obd1?

You can chip it but youll need to run a tuning program that is compatible with the OBD0 PGMFI. Many tuners dont like to use them though.
Buy the appropriate ECU to accomodate the program your tuner feels most comfortable using.

Everything I read says that BRE, TurboEdit, or the old Hondata "stage" series are the way to go.
Converting to OBD! is worth it though as the OBD1 programs offer a wider range of options and features. Then you could run Crome.

Just get a jumper harness for obd1 you will get a better tune as the tuner will most likely be more familiar with it.
