easiest way is to purchase a jumper harness from obd0 to obd1. just google a jumper harness for your year car and model. idk what brands make them so im sure someone else will jump in and give you brands of some sort

you need a thing to convert the dizzy wires though (if using obd0 dizzy) theres a jumper for that. You will also need an obd1 ecu

would an obd0 b16 work with an obd0 b18 wiring harness and a b16 ecu? assuming both are usdm.

I am going to come up with an obd write up lol. The year of the motor does not effect the obd in any way. All OBD is, is your distributor, injectors, wiring, ecu and sometimes alternator (obd2 has square plug). So if you want to put an obd2 b16 in your obd0 car and keep it obd0 for instance all you do is use parts from an obd0 jdm b16. If you want to convert you obd0 or obd2 car to obd1 for tuning purposes then you need a jumper harness.

OBD> Match ecu, harness, distributor, injector plugs/injectors
