problems!

Hey all still having trouble with my DA! Reman starter, new battery, fuel filter and pump but where the problem lies is car won't start but will start if hooked up to another car with jumper cables but when I tested my battery and grounds with my multi meter the battery reads a constant 12 volts and the valvecover ground was good but the block ground that goes to the negative terminal read 0.00 volts and also the power wire on the starter when the wire was tested it read 0.03volts. And when the nut and post on the starter were tested at the end of the power wire they both read 0.00volts so we've established that the grounds r bad but does anybody have any extra info or advice just trying to cover my bases!

if your not getting source to the starter why would you point that at the grounds? check your clamp to cable connection and vd across whole battery cable. there should be source at starter solenoid (power side) at all times. hope that helps.
