Passing emissions

Hey guys, so I currently have a turbo 98 GSR, my set up is currently a t3-to4e shitty eBay turbo (soon to be a gt28) pro tuned on hondata s300. If it matters I made 260hp on 12psi, and still have the stock exhaust and cat. I'm interested in doing a thermal r&d 3" exhaust with a custom downpipe and high flow cat.

My question: will my set up be able to pass emissions next summer when it comes up? I live in Colorado. I've read that any obd1 ecu is an automatic fail, and that you need to out the stock ecu back in, but to me that's just asking for the motor to go..

Would I be better off waiting to do the exhaust set up after I do emissions, or will the high flow cat matter as long as it heats up properly?

You should know this if you've had the 98 inspected before.
Does Colorado do an OBD2 computer connection as part of the inspection?
If so then it will fail.

texas emission laws are as bad as California but they suck lol I have to get a illegal inspection on mine because I have an ob1 ecu for my tune. but its a lot easier and cheaper to do here then it is in cali lol but find out what the laws are there for the emission crap

Where in Texas?? When I go for inspection all they do is make sure my lights and horn work. $14.50 later im legal again.

your in a safety only lol im in tarrarnt county, safety and emissions, I tried going to a safety only county but they wouldn't inspect it

I've been looking into it more, and i don't beleive they plug the ecu in, so I should be fine there. So the only thing I should be worried about is the actual emissions my car is putting out. As long as it is tuned well, and I get it warmed up before I go I should be fine right?
