pair of wires in front passenger feet are

I picked up a 2001 Integra gs. there is a pair of wires, one green, one blue, taped together hanging down from where the passenger would have their feet. it's just cutoff and is about 3 feet long. Does anyone know what these wires are for? everything appears to work fine and these two wires aren't connected to anything!

Do you have a picture? I haven't done any wiring, but I do know that is where the connection for an ODB scanner is. I'm sure with a picture someone would be able to answer your question more accurately though.
