Painting Fiberglass Hood

My car has a fiberglass hood with like a carbon vinyl or something on top (came on the car) I was wondering if I could paint over it?

Is it a carbon fiber hood.. or just a fiberglass one with a vinyl on it?
You could paint it if you wanted.. prep it and primer it though.

Can't you remove the vinyl, use a heat gun, then clean any residue left over, then prime and prep and paint
