One Cylinder Problem

I've been looking into this 95 Integra Gs-R. Looking pretty clean with a 1995 B18c1 block with b16a3 head. It looks decent, although the person did not post the miles. >.< Other than that he wants $4,500, which i was considering if the miles are some what low. Then i noticed "1 cylinder not running correctly, so selling as is."
That sounds like a big deal to me, but not to sure, could that be a quick cheap fix? Or require a long expensive fix. Thanks for all the help, guys.

if there is an issue with a cylinder that can either be a relativly easy fix or a very difficult and expensive fix. we have to know the problem to tell you which one its going to be...

Wait... What?
thats very vague and imo really stupid of the seller to put a b16 head on the gsr block unless there is some vital information your not telling us...

i think regardless its probally something major or the seller would have fixed it.
