I have a 98 integra GSR with a greddy turbo and I'm pushing 280hp rite now with 12 pounds of boost, I need to know how I can get 400hp to the wheels? What would start with?

Post up your engine build specs so we can help direct you in the correct direction. If you are already running a built motor, more boost and more fuel. If you're not running a built motor, well it's time to upgrade pistons, rings, rods, and bearings.

I'd get your engine sleeved, get some forged rods and pistons also, and some arp bolts
You dont necessarily need to sleeve an engine for 400whp. Nor do you necessarily have to forge the internals or arp rod bolts.

Theres plenty of people making more power on unopened blocks.

HOWEVER

My 2 cents is to at least put in forged pistons and rods. 400hp isnt much on the sleeves, get a good tune and you are good to go.

theres my shortblock after 26k miles of boosted abuse, and 6k miles of it being over 400whp. No cracks in the sleeves or anything out of the ordinary. Saved myself over 1k worth of parts and work and put that money towards more useful things.

My advice to you is to get a bigger turbo, a better turbo manifold, bigger injectors, and a 3 inch downpipe and exhaust. This is all assuming that you are on a greddy kit, which is pretty restrictive.

God.. If you want 400 whp and you currently have 280 on 12psi then obviously boost pressure will be part of it but you have to consider the size of your fuel injectors and a correct tune. I would say 750c.c. injectors + 24psi + tune and if you want to keep things safe I would shoot for a cooling mist cmgs2 methanol injection kit.
