need help!!! very confused

So i just started a rebuild on my 99 integra, i seem to be having an electrical issue that i cant figure out, my starter is good,aswell as the battery (i just had them checked) but i cant seem to get enough juice to the starter to kick it on. If i jump the starter off it will start up and idol but it wont start just off the battery or the battery with a jumper, i seem to be losing power somewhere but i cant find where. Has anyone else had this problem before? I dont know much about cars so its probably something simple. Ive used powermeters and everything seems to be getting power alright but still the starter wont kick off with out jumping it directly, does anyome have any suggestions or ideas for where to start looking for issues?

Happened to me. When they checked my starter they pushed as many amps as it needed. And said it passed. Rebuilt it and worked fine.

ive cleaned all connections as well as rebuilt the starter already and still no luck, i was told it may have some thing to do with switches?? how would i go about checking those?

Try to bypass it first. Put your key to the ON position. Leave it there. Then under the hood cross the hot wire with the ignition wire. To do this you pop off the small ignition wire from the starter. Then you run a wire or screw driver or anything really, and arc the hot wire on the starter to the ignition wire's terminal(flat metal inside of the plug). The starter should crank and the car should start.

MAKE SURE THE CAR IS NOT IN GEAR WHEN YOU DO THIS TEST!!!

ive done this a few time and the car starts no problem, but it still wont start up on its own, there is power comming from both terminals but it just wont start up unless i bypass it for some reason

Bad ignition switch. Or your starter relay is bad.

Starter relay located in a hard to find place. It is under the dash, right above the hood pop lever:



Swap it with your rear defroster relay and see if it starts.

i tried this but still no luck i think it may have to do with the gear position switch could this be the issue im not sure how to get to it but im going to try popping the dash and test it, im not getting enough juice to my negative terminal on the starter
