Need help finding problem on my 2nd car.

I have a 99 Saturn that I drive when the weather is bad and don't want to take the teg out. The problem is that the ecu I'm guessing will not hold memory when I go and smog it. The car runs fine no problem just when the computer is hooked up to it it reads incomplete. I jumped it a while back and drove it 60 miles and took it back to smog and still nothing. I can't figure it out? Please someone help me out!

I'd recommend going to a Saturn site or gm dealership, their knowledge is much more towards your car
