Low Rpm Car problem

Hey so I just bought a 4door 94 integra. So the car is a GSR frame with a 98head and the bottom block is b18a1 which is a 91-93 bottom block, but any who when I drive it the idle would be at 600-800 rpm but when I rev it to 1500rpm and release the gas it'll drop all the way down and everything down dime down like its going to die. I don't know what's wrong.? Any help?

i would try a valve adjustment.

Can't be idle screw cause after the 1500 rpm it'll drop down and pick back up. Might be idle air control but not sure. And someone said it might be the distributor. But idk.

Clean the IACV. And when was the last time some general maintenance was done? Cap & Rotor, plugs and wires?

Just got it running oil change and all those crap and smogged it at the end of Jan haven't done spark plugs and all but the car was sat out for 4 years.
