Is it called a timing belt tensioner or tensioner?

The tensioner on my integra is bad and when i search for parts it just looks like this. Is this all that comes with it?

Yes, this is the tensioner. This is all you get. You should also replace the tensioner spring, which can be had through the dealership for a couple bucks.
