intermittent hesitation. starts and idles fine, no power.

so i just bought another 92 gs 5spd. and it started to hesitate until i give it more gas, then it kinda jerks and suddenly has power back, until it starts to slow it's self down again. rpms just slowly go down.
i did a full tune up including ngk wires, ngk plugs, distributor cap and rotor, ignition coil, fuel filter, fresh semi synthetic oil change and trans fluid change, and i put a CAI on it to let it breathe better. all of this did nothing.
ive been reading up on possible fixes and none of them seem to have the same symptoms or characteristics to say for sure what the problem is.
the car just aced emissions the day before the problem started, and it used to have a rough/ no start until i changed the main fuel relay. i also cleaned the iacv and put a new gasket on it. and i ran seafoam through the brake booster line.
i dont think its the fuel pump because the car doesnt cut out or die on me at any point. even though it has almost no power going up hill.
the distributor doesnt seem likely either because the car starts and idles fine, sometimes the idle drops a bit, but it never tries to stall out.
i dont really know where to go from here. and i dont feel like buying every single replacement part only to find out ive wasted all that money.
any advice would be great.

forgot to mention, no engine lights or codes, its so weird, 1 minute ill be driving and it'll be completely normal. then at any moment it looses power and slowly decelerates unless i give it gas.

i thought about a compression test. might look into that.

it does sound like ignition related but youve replaced every distributor part except the ICM and distributor housing which contains the cam/crank sensor.

ok so could the icm or crank sensor cause this sort of issue? i thought about changing the icm. just didnt wanna pay $80-100 for no reason.

the fuel pump primes every time i turn the key to accesories as well.

I would just swap the entire distributor for another OEM Honda unit from a junkyard or a friend just to test the theory. Then you can rule it out.

i went and bought a new ICM today. and when i removed the old one i noticed the original one has been either replaced or taken out at some point. however. when i went to remove the heat sync from the old ICM i noticed there was no heat transfer silicone between the 2 pieces. there was no sign of it ever having any on there, that could explain why the car starts to hesitate and jerk once the car is warm.
anyways... i put the new one back in, and used the silicone. i took it for a drive and it didn't hesitate once.
hopefully this fixes the problem for a long time.

update on the car, the hesitation was caused by bad fuel left in the tank while the car was stored. on another note... i lowered her and threw on some skunk 2 LCA's as well. also threw my gsr seats in and got rid of my old ripped optional leather.
