Car: 1990 GS Integra b18a1

Problem :Car wont start, just cranks but when the motor does turn over the idle is at 100rpm til it dies which is about a couple seconds. Also when it cranked there was a decent amount of fuel coming out the exhaust, hasnt leaked since im assuming it was the left over fuel in the engine.

Details: So heres the tragic story of what happened this morning. So i have CEL 07 for a while now, its the tps. i changed the sensor and tried to re-calibrate it today, the yellow constant wire was reading .17, it was reading too low so i tapped the battery+ (reading .45) to the yellow constant wire on the tps sensor. As i tried to crank the engine it made this loud metal banging sound as if somethings stuck and wont crank. i took the tapped wire out and next thing i know fuel is pouring out the intake and the filter. i removed the intake to find fuel leaking through the intake manifold. when i opened the throttle it was like a waterfall of fuel shot out. next, my cousin suggested the engine is flooded with gas. i took out the spark plugs and cranked it so all the fuel shot out. let it dry for a half an hour. next i figured hmm maybe my ecu is fried... the cel wont go on when the keys in there, no clicks neither, so i just bought a new ecu and everything seems to be pretty fine, by that i mean it cranks fine now. However heres my problem.

Checked:
key on position, cel goes on, and off. 3 clicks as it should,
fuel pump primes
sparks

I've had this problem before, common problem with gen2. Ive heard different options, I'd start with main relay. The relay gets corroded, my struggles to start during hot summer days.
