intake or valve problem

I have reciently bought an 91 integra. I knew that I was going to have to do some work on it, but I was not understanding the depth that was involved. for a quick history, I bought the car from someone that claims to be a Honda machanic. He bought the car from someone that took the motor apart and the machanic put it back together. I do have issues with the work he did. After working on the car, with a manual, for a while, I have some issues that are hard for me to resolve. The car idles rough, the check engine light comes on when deceleratiion, and the ABS light comes on while driving but not when braking.
I have been through the ICAC and FITV, replaced the plug wires and cap and rotor. Plugs were in good shape. At this point I am wondering about the valve adjustment since the "mechanic" says he did it. My questions are:
Could the rough idle becaused by the valves?
Could the check light be caused by the valves?
How do you check the "check engine code" if the light comes on during deceleration, but does not come one after restart?
The same with the ABS light, it only comes on during driving, not at any time that I can pinpoint, and is off at startup.
I am open for questions that may help to resolve these issues. Looking forward to your advice or questions.

The incorrect valve lash would cause the valvtrain to be "noisier" with a bit more chatter, but should not substantially affect performance. You can check the CEL like this

Under the passenger kick panel is a plug. Use a wire to jump it. The CEL will flash telling you what code you have.



If its anything like a G3, which I assume it is, a long flash = 10, short flash = 1

So 2 long flashes followed by 5 short flashed = code 25.

A connector was hanging outside of the kick panel that I have jumped. I turned the key to on (not start) and the lights come on then the check engine lite goes off and stays off.
I can drive the car for minutes, maybe 5 but it varies, before it comes on. It will stay on until the car is turned off. Will not come on until driving for a few minutes after starting again.
The way I understand it, the car needs to be off to hook up the jumper. Should it show a code under these conditions?
All help is appreciated.

whats the idle like? high? low? all over the place? what?
The car definitely had, and maybe still, has idle issues. That is why I went though the the system. It now idles at about 700 to 750 most of the time. Idle drops (500 or 600 then goes back up except for gear) when put in gear, lights turned on, or other changes made. Car shakes or vibrates in gear (maybe out but very noticably in gear with lower RPMs). The car runs OK when driving but does make noise or vibrates when letting off the excelerator especially at about 1800 or 2000 rpms. Please ask any questions and I will do my best to answer.

It is my understanding that the code is saved in the ECU's "memory" so to speak. When the car is turned to the ON position, that code should be prompted and show on the cluster.

I was incorrect about the CEL light being the display for the codes.

This article says that there is an LED on the ECU. You remove a screw which makes it visible. Put the key in, and instead of looking at the cluster, you look at the LED on the ECU.

damn obd-0 cars..dont allways believe the blinks i replaced a 200 dollar dizzy cause that said that was the problem but it was my main relay
