How many problems are you having with this POS car?
You can use brake cleaner. Flush it out. Let it dry thoroughly. Reinstall.

i burn oil, gas has gotten better when i got a whole new exhaust. but still have to use 93 on a stock LS engine, IAC, transmission, heater core, ALOT so alot of money to spend :/ i really want to keep her tho because its my first project. i wanna convert and go to b20

I was gonna say that it might be more efficient to motor swap but looks like you already thought of that. Just give thought to vtec conversion while it might be easier to do during the swap rather then later if affordable.

Alright, then I guess it's worth a shot to find out.

There's a spot on the intake manifold where you can adjust the throttle cable tension. You can see where the cable connects to the throttle body at the half circle thing. if you follow the cable backwards, there is a bracket that holds the cable, and there should be a nut on either side of the bracket, holding the cable there. loosen those nuts in whatever direction releases the tesion on the throttle cable, then make the nuts tight against the bracket to old the cable to the bracket. basically what you are doing is adjusting the length of cable that is pulling on the throttle body. This should reduce your RPM's, presuming it's not something else.
