How to remove 2nd layer of paint?

Ok so my front bumper was repainted by one of the previous owners and is like a dirty white (looks bad).
I started chipping away with my finger nails and the stock white is underneath it. However using my finger nails is a very slow and painful process. Does anyone have any ideas on how to remove the 2nd layer without damaging the layer underneath? thanks

lol, no.

there's nothing you can really do at this point. getting it stripped (or stripping it yourself) and getting it repainted the right color is your best bet

Kutcha is right. There's no real good way to do that without stripping it and having it repainted.

Or maybe employee some lucky lad to chip with the fingernail lol.

Putty knife? Lol.

We need to park together at the meet. We'll have a "Crappy front end" section. Your car will look great in comparison lol.

Good idea hahah. Ill be looking so clean hahaha. Ill try to get as much paint as i can off with my little gatorade bottle cap as i can. It actually works pretty well but the paint is getting really thick and hard to chip off

So you'll have half a bumper chipped off and it'll look 10x worse lol.

I have been doing body work and trying to get my door to fit right. I already took care of my door handle being retarded. Got some body filler drying.

Haha well alrighty. I sanded my hood and fenders. I need to spray some primer tomorrow. First time using the new paint gun. I'm somewhat excited. I'm tempted to try to knock out as much body work as I can tomorrow and primer the whole car. Except I need to figure out how to remove the rear bumper and get a rubberized primer for that.

I think shaving the engine bay is going to be in the future of the car too. It looks ugly where the drivers side is, so I think i'm going to take a couple days and work the hell out of the bay.
