How to do the timing on 1993 integra ls

I have a 1993 Integra ls special i rebuilt the motor and transmission and dropped the motor back in. How do i do the timing on the car. I placed the cams at the top dead center but how do I adjust the harmonic balancer and can i do that while the motor is in the car?

If you're just trying to get the car to run just take the timing belt off the cams and put a straw in cylinder #1 and turn the crank with a wrench until the #1 piston is at the top of its stroke

You'll also need to make sure the distributor is set correctly
