Isn't there just 1 screw? I know there's 1 on mine and I believe the 90-91's have two. And you pull it out?

I'm confused by your stupidity.

Wiggle it around and pull it out. I don't know how they are on the 91's but on my 01 GS-R, there's 1 screw and behind the screw like behind the actual signal there's a little clip that slides into the chassis but I don't know how it is on yours.

Pull it out from the outside first. What I mean is, pull from the side of the housing that is towards the outside of the bumper. After you take the screws out that is.

+1... It's just the screw on top. Now pull... And alot of times you have to actually put some force into it.

Yeah, sometimes the harness for the bulb gets tangled up or just gets stiff from being old and in the same place so long. Just be careful not to damage the wiring, it can be a bitch to trace down a wiring problem.
