high compression b16 running rich in vtec

My buddy has a civic si, with a b16a in it. It has been bored over .20 and has high compression pistons. While in vtec it pours black smoke out like a diesel. He and I were discussing a tune, and we were wondering if a safc would help with this issue, or if he should just get a dyno tune. What do you guys think?
besides the internal work it just has the basic bolt ons.

A tune will definitely improve the way it runs and performs, but I would avoid an SAFC like the plague.

It could also be an issue with ring seating. The B16A has oil squirters that shoot oil at the bottom side of the pistons which can get passed the rings if they didn't seat right, it has cylinder wall issues or whatever it may be; which would allow oil to get passed them and burn up.

Without knowing all of the supporting mods, it's hard to say that it really may be running that rich. First thing I would do is hook a wideband o2 sensor up to it and see what it's really doing. If you already have one and know for a fact that it is rich then a tune is in order. If not, or if in doubt, compression and leakdown tests could be logical next path.

Well the motor has only about 20k on it, the mods besides being bored over a little are an intake, exhaust and a header. We talked again today and he said it doesn't always do it, only when it gets up to operating temperature.
And it has an obd1 ecu instead of the obd2

either rebuild the thransmission or throw syncromesh into the transmission. syncro mesh is like $15 btw
