HELP! speedometer problem

My DA's getting this weird problem when I'm driving in any gear, at random times the speedo needle spikes and there's this motor (whirring) sound coming from behind the gauge cluster. here's what it looks like:

I checked the speedo plugged to the tranny, and it seems okay, this is tripping me out on the freeway.

remove the cluster and check the plugs, when i changed the bulbs in my cluster i had a similar effect cause one of the plugs didn't snap in

The speedo has a cable in the back, could be loose. If you pull it and double check that its straight. I would try another cluster, since you said you hear a noise from behind it. If the check comes up with nothing.

ahh okay, that was the next thing i was going to try after I picked up a couple more bulbs
