My 1990 integra had stock bulbs that were really dim. i had to drive with the brights on all the time. i put some brighter silver star bulbs in that are white halogen bulbs and they are still dim. i checked the ground and its ok and the lens is clear whats the problem???

just get some HIDs those will be more than bright enough for you. also clean your lenses like said above.
and maybe check to see if your getting enough voltage.

for a few more bucks, you coulda picked up a nice set of hid's

The problem there is that HID bulbs in non-HID housings throw the light everywhere. The beam has to be focused, hence the projector lenses in the true HID housings.

Sure it'll be brighter, but the light is bouncing off the reflector cups with no direction. This is when HIDs blind other drivers.

OP, clean your headlights and invest in some nice PIAA or Raybrig bulbs.

clean your headlights, using high grit sandpaper and water and plastic x
No, Stock G2 headlights are made out of glass. Sanding them will only scratch the glass and plast X will do nothing for them.

No to the HIDs (maybe to the check voltage)

Ding! Winrar.

For stock headlights, I recommend the 9007 headlight conversion.

have them aimed first
I agree try aiming them first you probobly have them to low or really high or so. Its very simple to do just fine a flat even surface area with at least 20 feet from a wall. Be better if you do this at night or so. Go up to the wall and mark on the wall where your knee is at and use that line as a reference line to aim your headlights.

Make sure they are adjusted correctly. (Follow what Tony said above.)

If they are still "not bright" you might clean your headlights. If they ARE clean, then I think it is a power issue.
It could be that your alternator or your battery are not good enough. OR, that your losing a lot of power somewhere along the way. A multi-meter would be required to diagnose it correctly.
