Headlight problem in my 92 ls integra

So I'm new to all this...and I have a question about my 92 ls Integra.. the passenger side headlight is dimmer than the drivers side I have replaced both headlights and still the same issue also my foglights are doing the same thing but its the driver side that's dimmer then my passenger side Idk if that's part of the headlight issue or not any input helps

Maybe a fuse? Or shortage?

have you checked the allignment of the headlights? if not park with the headlights facing a wall and adjust them until they are the same height and at the proper height for you to see...
