Headlight cabin noise

I have a 96 integra gsr, i replaced my headligjts with halos awhile ago. Then a couple weeks later i added fog lights and now, whenever i turn the headlights on without the fog lights there is a wierd high pitched noise. The fog lights are on a seperate switch, i upgraded the battery but that didn't work. I have no idea what it could be.

Why didn't you wire the halos to the running lamps? I would assume you goofed up something while adding the wiring

The halos were entire assemblies, it was just plug and play. Also it didn't start until after i put the fogs in

What you mean? like it had actual plugs? I had to splice my parking lamp wires

Yes they came with plugs that fit the oem plugs. All i had to do is swap them in and make sire they were level.
