Headlight and Foglight Issue

Last night I made a quick stop (5-10mins) came back out and my headlights and fog lights would not turn on. checked all the fuses and they where okay. I have HIDS and checked where they connect to the old light socket.(if this doesnt make sense ill post pics,Its raining so trying to avoid going outside unless i have too.) I have no power from the car what so ever for the headlights and foglights. anyone have a clue besides fuses or any test i could try?

i have come to the conclusion its the headlight relay. everything else is working properly. the headlight switch is still good. anyone have a diagram for where the healight relay is?
