head lights and dash lights flashing

some times my head lights and all the lights inside my car start flashing and coming on and off and the car will studder and run like crap idk what is the problem it has a brand new alternator and battery i really need help

dont let what tips touch? and some times it does it some times it dont i woould just like to no what is causing iit cause little problems like this just suck
