Going turbo with my 1999 LS, want to still pass emissions. Engine managment options?

I am getting ready to piece together a turbo kit for my 1999 LS. Nothing crazy, just a simple t3/t4 on a blox log..... Aiming for 300whp on the stock bottom end.

In my county emissions testing is done by interfacing with the obd2 system on my car.

I realize that cheapest option is it convert over to obd1 with a chipped ecu and it is also a reliable setup but I can not legally pass emissions with this setup.

What relativity cheap solutions do I have that can retain the use of mo obd2 system?

I am thinking I am just going to convert to an obd1 chipped ecu and pay my way through the test.........

where do you live? In az, for emissions on obd2 cars they just hook up the cable to the obd2 port and check to see if there are any codes being thrown. If you have converted to obd1 or have a jdm ecu then the computer will not be able to connect to the ecu, so the next step is they turn the ignition on, make sure the CEL light comes on and off to verify that it is working, then start the car and run it for 1 min. If after 1 min no CEL comes on, you pass. simple- no sniffer. I would convert to obd1 w/s300 if you have the money, otherwise I know many people that use chrome and neptune on their boosted cars with success.
