Getting "splotchyness" out of a painted hood?

If you remember from my thread when I had my car painted (not that im popular here or anything lol) youd see I had a really wavvy damaged hood. I ended up not replacing it then because I originally inteded on getting a carbon fiber hood. Well I came upon a CHEAP oem hood so I picked it up, sanded it down and painted it satin black. Definitely not the greatest but better than what was on there before. ANYWAYS, I used a satin clear coat as well but the hood looks really splotchy. So I tried sanding it with 2000 and it didnt help it and made pretty visible swirls all over the car. So I cleared it again with a much heavier coat and it looks better but still has splotchy area's. How can I fix that? Thanks guys

could be something called blushing. its caused by painting in high humidity. sand it back down to the color an spary a little faster and a little higher away from the hood. do about 3 or 4 light coats an then clear it. i asked my dad bout this cuz hes got 30 yrs of painting exp. an this is what he thinks it could be.
