My advice, go back to your friend and tell him that in California its the sellers responsibility to get a car smogged, not the buyer's. If he can't smog it, then legally he can't sell it as a vehicle to operate on public roads. Get your money back because you just got hosed by your buddy, whether he meant to do it or not cause the only "legit" way I know of making an lsvtec carb legal is at the time of the work being completed. Otherwise, you'd need an inside man to perform your smog.
