engine light stays on

[1992gsr1.7turbo]

I got 91 acura integra, with ob0 to ob1 harnes, got a 92 gsr turbo in it, engine light on before start and after runnin, revs to 3 k, press gas peda stays at 3k, sounds like two step, p61 chip, tryed jumping wire near pasanger kick no codes before start, engine got maybe 30 miles rebuilt engine with darton mid sleeves? Need help

Its in limp mode. Thats why it wont rev past 3k.

Dam, is there anyway to get out of limp mode, , i check all wireing from ob0 to ob1, maybe senser not good?
