DA9 No Start Problems

I just picked up a 91-92 integra from a buddy and I know the car ran but had a burnt valve. Got old gas out of tank and got running with fresh gas,it does have a burnt exh valve on 3. He also told me that sometimes it would spin but not start. He had new fuel pump but never installed. I went ahead and rebuilt engine, and drove probaly 15 miles. There has been several times I have went out to start and the fuel pump never came on. replaced fuel pump, the relay just under steering shaft, and checked all fuses. I can tell when this is going to happen because the engine light never goes out. I have jumped the power across terminals on relay and fuel pump will pump. I have checked plugs on ecu and no corrosion, checked grnds, etc. I can key ignition on and it may never start pumping or it could start after 3mins. ECU??? Please help with any info. Thanks.

Are you saying short between relay to pump or ecu to relay? I can jump power from ignition terminal on relay to fuel pump terminal on relay and will run until I remove power. While doing this I have tried to start engine but will not fire off, just spins. I talked with a company in florida today and they say those ecu's are bad to do this. Just want to be positive before spending the money on one.
