Confused with timing

i have a 98 ls in a 95 civic cant seem to get it timed right when i use white mark on crank pully runs like balls and runs a lil better with timing advanced all the way and timed with red mark but doesnt run like it should i dont know what else to do please help n e advice would greatly b appreciated

Are you showing a check engine light? Have you messed with the idle screw on your throttle body?

the problem with the timing was very simple it was something messed up in distributor when motor was in time the rotor button is suuposed to point to #1 but insted it was pointing to #3 first time i have ever encounted that
