coilover sleeve help

I have coilover sleevs on my teggy I think there skunk 2 the kid I bought the teggy from didn't have the wrenches they come with to lower them so how do I lower my teggy??

Ppl told me use a flat head and a hammer and tap them free but I tried it and it didn't come free it has 2 nuts I guess the bottom one I spin first then spin the top one to lock it somebody help me.....

Use the flat head to hit the top one on the right side and or the bottom one on the left to unscrew them. Other words top has to go up and bottom down. I also used PB Blaster to loosen it because my threads are in bad shape

Don't some have a set screw to help keep them in place? I would make sure you don't have one, or have loosened it. It will be difficult to loosen the nuts on used coilovers. They collect dirt that jams the collars up and make it difficult to turn. You should be able to find the wrenched online though, as already mentioned they are called spanner wrenches.
