Clutch, turn key, wait 3-4seconds?

I live in Utah and it is pretty cold right now, not too much by i think my car is feeling the cold...

The past two days my car has waited about 3-4 seconds to turn on, I step on the clutch, turn the key, and instead of it turning on right way it takes about 3-4 seconds. I know this isn't supposed to happen.

What could it be?

NEED TO DO LIST: I need to change my oil, spark plug wires, and spark plugs. My car miss fires on neutral because of spark plug wires and spark plugs. Could this have anything to do with it?

I recently changed the starter so it can't be that. Any opinions will gladly be taken into consideration.

I just changed my oil about 3minutes ago and i turned on my car. It seems to have helped minimize the wait time to start my car... but maybe it was just because i had previously started it. IDK anyone have an answer to our problem?

I live in UT too, I replaced my battery and it fixed it. It has to be the cold because if I keep it in the garage it starts immediately
