No, but sure sounds like it. I put a brand new aftermarket intake mani on my car yesterday. It deleted a lot of vacuums. The car runs VERRRRY lean (a lot of smoke lol) and idles like a '69 Camaro. After running it for a few minutes, it did seem to get better, but it still is not running up to par. My two thoughts were either:

1) Fuel Pressure Regulator - Bigger intake mani = more air, so need more fuel?

2) Some random vacuum leak - Slight whistling noise while idling and driving.

I'm beginning to think it's a vacuum leak, but I intend to get both a fpr and some t-connections to splice in the missing vacuums.

Thoughts? :D

Is there any work done on the motor? After market IM's are worthless if you havent done any internal work. You will probably lose power.

i threw a fpr on it and a gauge on the fuel canaster and it got a lot better after I raised the pressure a couple psi's. Now the idle is just surging. I can hear a slight whistling like it's a small vacuum leak but I can't find it. I plan on getting a piston set very soon with the skunk2 tuner cams or just some cheap blox ones or somethin. this was just one of the first steps I took.

If I got it tuned, how much dough do you think it would cost?

Spray a little carb cleaner in one area at a time, when the idle raises up thats where your vacuum leak is. That will atleast narrow it down.

I found it. I disconnected the PCV valve line and it runs fine. I am going to put an oil catch can there and call it a day. Thanks for the help.
