I got a 90 ls and im hoping to one day put money into improving performance for it. But the prolem is that CA has the strictest car laws in the country. Anyone have any suggestions for things to improve performance of my car yet still keep in CA street legal and pass smog?

Keep It Clean
Save weight, dont keep junk in the trunk. Basic bolt ons. Header, intake, exhaust. You can put a higher profile cams depending on the health of the engine. Just as longest you have ALL the recomended emissions on the vehicle, youll be fine. Super high compression, or big turbos are out the door in cali..unless its only for "off road use".

Find CARB legal aftermarket parts, DC headers are carb legal I believe, AEM intakes etc etc

It's not even just having a newer engine and going to get it bar'd. You have to have the same cat and ecu that came with the car the new engine is pulled from. Also you have to stay in the same car class. You can't swap a b20 into an integra seeing how it came out of a suv. I have heard you car bar a turbo setup as well but I haven't read the rules about that so I'm not sure if its true.

Your motor can be bared if and only if:
your motor is a direct replacement motor. (dc4 can only have a b18b/a us or jdm. DC2 can have any b18c) Has to have the same OBD as the motor and all sensors including gas tank sensors.
car has to have a motor from a car although b20s have been reffed
motor can not be hybrid ie ls vtec etc
motors must pass smog in some way ref doesnt smog.
must pass visual inspection
your car can be turbo if the turbo is CARB
