Bring Back Captain Obvious....

Ok, so before a mod comes in and states in the rules that novelty accounts are forbidden, hear me out.
Captain Obvious never hurt anyone, he was helpful, and it was pretty damn funny most of the time. I admit Rice Patrol was a dick and pretty abusive overall. Capatin Obvious didn't overpost or any of that.
There are plenty of rules that are bent or overlooked and I really think this should be one of them; I'm sure he would really appreciate it.
What do you think, CI; should Captain Obvious be allowed to come back and be a member of the community?
