Well from my personal experiences I know for a fact a 97 2 dr RS throttle cable is the same length as a 95 2 Dr GSR throttle cable. I aint positive , so no one hold me to this, but I would really bet that at least the manual DC2's, 94-01 tegs, throttle cables are all equal lengths. OBD don't got anything to do witih with yo throttle cable. Your ecu reads of the TPS, throttle position sensor , to figure throttle speed which is located on the back side of your throttle body.
