Are used JDM Front end conversions worth it?

I'am planning on buying an ITR front end conversion but dont know if I should get a new or used
one. I'am also unsure if to get the HID conversion or the non-HID, since the HID conversion is
more expensive I was thinking of buying the NON-HID and then buying an HID kit from Xenon.
PasswordJDM.com is selling their used HID ITR conversion for $2500, the NON-HID for $1900
and their new NON-HID front end conversion for $2900. Im not sure if these used kits are even
worth the money, and I'am leaning to buying a new NON-HID and just installing a Xenon HID
kit. What do you guys think is best?

everything that the regular kit has but with HID headlights
hood
fenders
front bumper
(sometimes a lip usually type R)
HID headlights

some places even add the radiator support which you'll need as well.
