Anyone know how to manually move power seat belts?

My seat belts are stuck in the open position, my fuses are good and I lubricated then with silicone. When I push them back by hand and shut door and open they go back to open position.
I have the emergency tool from the trunk but am unsure how to use it.

Any info on this subject is appreciated.
