A/c not turning over

as the title states, did a search but there are a million results and a/c issues, my problem is as states the blower comes on at 3-4 nothing comes on at 1-2, before the compressor would work fine on 3-4 and has never worked on 1-2 since i got the car, took it to the tech where i bought the car and they were testing everything electrical and it has free-on and all the fuses and relay's are working, he said it might be from the ECU the portion that sends signal to the a/c to kick on, does this sound about right to someone, or could it be something more simple?

Somewhere there's an electrical problem (obviously). But they're tricky. Check all grounds first. Have you tried using a friends ecu? Just to switch it out and see if that's it? I'd start with that
